Chencharu's plans: what's open around Khatib now, and what HDB has planned

HDB is building a new neighbourhood of about 10,000 homes at Chencharu by 2040, with the development at Chencharu Close on its new community avenue. Here's what you can use today, what's being built, and what is still a plan.

Yishun MRT, Northpoint City and Khoo Teck Puat Hospital are about 1.4 to 1.7 km to the north-east, Yishun Stadium and Lower Seletar Reservoir Park to the south.

Quick answer

HDB's 2024 masterplan for Chencharu covers 70 hectares west of Khatib MRT: around 10,000 new homes by 2040, at least 80% of them public housing, with a mixed-use development of a bus interchange, hawker centre and shops along a new community avenue, a new park around a century-old bungalow, and a 400 m bus-only road. The station, park, HomeTeamNS and Khatib Central are open today. Two BTO projects are being built; the integrated development, community avenue and new park have no confirmed opening dates yet.

The bus-only road, the new park and bungalow, and the wider estate to 2040.

Key takeaways

  • HDB's plan: around 10,000 new homes at Chencharu by 2040, of which at least 80% will be public housing.
  • Along a new community avenue is a mixed-use development with a bus interchange, hawker centre and shops: the site sold in September 2025, where the development at Chencharu Close will be built.
  • Planned around it: Chencharu Link, a 400 m bus-only road; a new park around a colonial-era bungalow; and a community avenue to the park near Khatib MRT. No opening dates were given in the sources reviewed.
  • HDB launched Chencharu Hills (June 2024) and Chencharu Grove (October 2025) as BTO projects beside the site, so expect the area to keep changing for some years.

This guide is for

  • Buyers who like a new neighbourhood taking shape around an established MRT town
  • Families who can live with building works nearby for some years

It is not for

  • Buyers who want a finished, settled street from day one

What you need to decide

  • Which plans you'd actually use: the bus interchange, the hawker centre, the park
  • How long you'd live there, compared with how long the estate takes to finish
  • Whether building works nearby would bother your household

Step by step

  1. 1

    What HDB has planned

The 2024 masterplan in plain terms

In June 2024 HDB unveiled its plan for Chencharu: a 70-hectare area bounded by Yishun Avenues 1 and 2 and Sembawang Road, with around 10,000 new homes by 2040, at least 80% of them public housing. Along a new east-west community avenue sits a mixed-use development with a bus interchange, a hawker centre and shops.

That's the plan for the whole estate, built in phases. Read it as a neighbourhood taking shape over many years, not something finished when your home is.

  2. 2

    The integrated development

The site sold in September 2025

HDB sold the mixed-use site at Chencharu Close in September 2025 to a group of Evia MCS, Gamuda (Singapore) and H108, the top of three bids. It's 29,450 sq m on a 99-year lease, for a commercial and residential development integrated with a bus interchange and a hawker centre. HDB estimated about 875 homes; Gamuda's page says up to 875, with up to 12,600 sq m of commercial space.

No launch date or price has been announced. A Bernama report of Gamuda's filing with Bursa Malaysia, republished on Gamuda's website, says the project is expected to be completed within 84 months of the tender's acceptance; that's an expectation, and no TOP date has been published. The name Chencharu Central Residences is used in the developer's material for agents; Gamuda's public page still calls it Chencharu Close.

  3. 3

    Open now, being built, planned

    Separating the three

The station, the neighbourhood park, HomeTeamNS Khatib, Yishun Stadium and Khatib Central are all in use today. Chencharu Hills and Chencharu Grove, BTO projects HDB launched beside the site in June 2024 and October 2025, are on their way. The bus-only road, the new park and the community avenue are planned; no opening dates were given in the sources reviewed.

When you visit, ask which of these you'd use and when each will be there. A plan you'd enjoy in ten years matters less than what's open when you collect your keys.

  4. 4

    Heritage and greenery

The bungalow and the new park

HDB is keeping an approximately 100-year-old, two-storey colonial-era bungalow, a plantation house likely built in the early 1910s by the Bukit Sembawang Rubber Company, and adapting it for community use within a new park, with lawns, hard courts, a therapeutic garden, playgrounds and a heritage trail. A community avenue will run east-west, linking the new park to the existing park near Khatib MRT.

Further afield, NParks describes the Khatib Nature Corridor as a series of upcoming green spaces, including an extension of Lower Seletar Reservoir Park. NParks says nature ways and trails through Lower Seletar Reservoir and the Khatib area will be curated, but it hasn't published routes or dates, so don't count on a path from the site yet.

  5. 5

Getting around as the estate grows

Buses, the bus-only road and the MRT

Chencharu Link will be a new 400 m north-south road through the estate reserved for buses, and the new bus interchange is planned within the development itself. Khatib MRT on the North-South Line is already there, and it's the rail connection to plan around: don't assume another station from the estate plans.

What's around the site today, with distances and a map: daily life near Khatib. What to check before choosing a unit: choosing a home in an integrated development.

Common mistakes

  • Reading 'at least 80% public housing' as a promise about private-home prices.
  • Treating the nature corridor as a finished trail from the site before NParks publishes its routes.
  • Assuming every planned amenity arrives with the development, or by a particular year.

Analysis · opinion

James's practical view

The way I see Chencharu, you are buying into the first chapter of a new neighbourhood: a station that's already there, and a hawker centre, bus interchange, park and new homes being added around it. That can be a good place to be early, as long as you're comfortable with the building works that come with it.

I'd treat the plans as a bonus, not the reason to buy. Decide on what's open when you'd move in, and enjoy whatever arrives after that.

Questions to ask your bank, lawyer or agent

  1. 1.The developer: which parts of HDB's plan sit inside the development, and when does each open?
  2. 2.HDB or the town council: when are the bus-only road and the new park expected?
  3. 3.James: which of these plans matter for my family, and which don't?

HDB flat, 635B Senja Road, Bukit Panjang; next home an executive condominium at Copen Grand, Tengah

  1. Step 1: Challenge

So the sale had to meet the bridging loan's timeline, while the family still needed somewhere to live until Copen Grand was ready.

  2. Step 2: Strategy

The bridging loan's timeline set when the flat had to be sold.

  3. Step 3: Result

The flat was sold for S$642,000.

Frequently asked questions

How many homes will Chencharu have?

HDB plans around 10,000 new homes by 2040, of which at least 80% will be public housing.

Which MRT station serves Chencharu?

Khatib MRT on the North-South Line, across the park from the site. The estate plans reviewed here add a bus interchange and a bus-only road, so plan around Khatib rather than a future station.

Is the heritage bungalow open to the public?

Not yet. HDB plans to adapt it for community use within a new park; no opening date was given in the sources reviewed.

Limitations

Plans can change, and timings differ by part. HDB gave estimated waiting times when it launched Chencharu Hills (44 to 45 months, June 2024) and Chencharu Grove (31 months, October 2025); 2040 is its figure for the estate as a whole. The integrated development, community avenue, new park and bus-only road had no confirmed opening dates in the sources reviewed on 21 October 2026.
