Quick answer

One Chuan Grove is a large 99-year condominium off Lorong Chuan that its developer plans to launch by the first quarter of 2027, subject to approvals. It suits buyers who want a new lease in an established area and can wait for completion, which Sing Holdings' accounts expect in 2030; buyers who need to move sooner should compare it with Chuan Park and homes they can buy completed. Before the preview, settle your budget and, if you own a home, the order of selling and buying.

The options at a glance

Option 1

Wait for One Chuan Grove

A new 99-year lease and a choice of units at launch, paid in stages while it is built.

Option 2

Buy at Chuan Park

The neighbouring launch with a 2024 lease; URA has recorded its new sales since November 2024.

Option 3

Buy a completed home

Move in sooner, with recorded prices to compare, but an older lease.

Key takeaways

  • The developer plans to launch by the first quarter of 2027, subject to regulatory approvals (Sing Holdings, SGX filings of 16 April and 12 August 2026). No preview date has been published.
  • Stated by the developer, subject to approvals: 1,056 apartments of 474 to 1,561 sq ft in one 24-storey and four 27-storey blocks, with seven shops and a childcare centre.
  • Chuan Park next door recorded a median of $2,680 psf on new sales in the 12 months to September 2026, about $2,800 psf on the harmonised floor area One Chuan Grove will use if 4% of its stated area is taken off for air-con ledges (an assumption, not a measured figure). No One Chuan Grove price has been released.
  • Its land was bought in 2025 at about $1,355 psf ppr; 11 of the 17 residential sites URA has sold since went for more, including $1,612 psf ppr in Bishan in September 2026.
  • No floor plans or unit mix have been released, so the choice of unit waits for the preview. Size, budget and the order of selling and buying can be settled now.

This guide is for

  • Buyers who want a new lease in an established part of Serangoon and can wait for completion
  • HDB and condo owners in Serangoon, Ang Mo Kio and the north-east planning their next home

It is not for

  • Buyers looking for an executive condominium: this is private property
  • Buyers who need to move in before the developer's expected completion in 2030

What you need to decide

  • What you own today, and whether it will be sold before you buy
  • If you own an HDB flat: whether it has met its minimum occupation period
  • Cash and CPF for the first 20%, stamp duties and legal fees
  • An in-principle loan approval, with your existing loans counted
  • The Chuan Park units and completed homes you would buy instead

Step by step

  1. 1

    What has been confirmed

What do the developer and URA say?

Sing Holdings told shareholders in April 2026 that it plans to launch the project for sale by the first quarter of 2027, and its results for the first half of 2026 say the project is on track for a sales launch in that quarter, subject to regulatory approvals, with construction expected to start in the third quarter of 2026 (as it said in August 2026). That is the developer's target, not a preview date.

The project page describes one 24-storey block and four 27-storey blocks, 1,056 apartments from 474 to 1,561 sq ft, seven shops and a childcare centre, on two adjoining URA sites that Sing Holdings (65%) and Sunway bought in 2025 and are amalgamating. URA's own estimates for the two sites were about 555 and 505 homes.

  2. 2

    Who it may suit

New lease, established area, a wait for the keys

It may suit buyers who want a new 99-year lease in an established part of Serangoon, close to the Circle Line, and who can stay where they are until completion, which Sing Holdings' accounts expect in 2030. Where it is, and who the location suits covers stations, schools and daily routines.

  3. 3

    How it compares

Against Chuan Park and recent launches

Chuan Park, the launch next door, recorded a median of $2,680 psf on new sales in the 12 months to September 2026, about $2,800 psf on the harmonised floor area One Chuan Grove will use if 4% of its stated area is taken off for air-con ledges (an assumption, not a measured figure). Behind One Chuan Grove is land bought in 2025 at about $1,355 psf ppr; the launches outside the central region on land of a similar price, ELTA and Vela Bay, recorded launch-month medians of $2,540 psf and $2,870 psf. One Chuan Grove against Chuan Park and recent launches sets out the comparison, the land prices and what a launch offers against a completed home.

  4. 4

If you already own a home

Settle the order before the preview

Stamp duty and the bank's loan limit depend on what you own on the date of purchase (when the option is exercised or the agreement signed), and an HDB flat must have passed its minimum occupation period. Owning a home and looking at One Chuan Grove goes through the funding and the timing; Selling first or buying first has the rules.

  5. 5

    Choosing a unit

What can be decided before the floor plans are out

No floor plans, unit mix or price list have been released. What you can settle now is the size you need (the developer's range is 474 to 1,561 sq ft), your budget, and the floors and layouts you would rule out. Read the developer's floor plans and site plan on preview day, and compare like for like with what you could buy now.

Project facts, the location map, distances, schools and the team's enquiry form are on the Property Elites Clique project page. Open One Chuan Grove on propertyelitesclique.com.

  6. 6

    Budget the payments

    What falls due, and when?

About a fifth of the price, with the booking fee, is due within eight weeks of the option; the rest follows the building's progress, with the final part at completion. Stamp duty and legal fees come on top. Owning a home and looking at One Chuan Grove sets out the first payments if you are selling too.

  7. 7

    Before preview day

    A short checklist

Know your budget, with an in-principle loan approval that counts every existing loan. Know the size range you want. If you own a home, know the order you will sell and buy in. Bring the questions below, and read the developer's own documents rather than summaries of them.

Official rules

Key rules and policies

  • Payment schedule for a home bought from a developer

20% including the booking fee upon signing or within 8 weeks after the option date; instalments as construction stages complete; 25% after TOP; the last 15% on completion and on the Certificate of Statutory Completion.

  • Loan limits

With no outstanding housing loan, a bank may lend up to 75% (at least 5% in cash), or 55% (at least 10% in cash) if the tenure is over 30 years or runs past age 65. With one outstanding housing loan: 45% or 25%, with at least 25% in cash.

Money and timing

A preview is not a commitment. Read the price list, the floor plans and the sale and purchase agreement before booking.

Common mistakes

  • Treating launch dates or prices from other websites as the developer's.
  • Comparing a launch's asking price with resale asking prices rather than recorded sales.
  • Reading the land price per square foot as a selling price.
  • Booking before working out the order of selling and buying.

What changes the answer

  • The developer releases prices, the unit mix or the preview date.
  • You sell your current home before booking: the stamp duty and loan position change.

Analysis · opinion

James's practical view

The question I would start with is not whether One Chuan Grove is good, but whether it is better for you than what you can already buy. Chuan Park next door has recorded new sales since November 2024, and there are completed condominiums nearby whose prices are on record. A launch has to earn its place against both.

What can justify a launch: a new lease for the whole time you own it, being able to choose the unit and stack before anyone else, and paying in stages while it is built. What works against it: waiting for the keys (Sing Holdings' accounts expect completion in 2030), and not knowing the price until the preview.

If you own a home, the order of selling and buying decides your budget more than the price list does. Work that out with me before the preview, not on the day.

Questions to ask your bank, lawyer or agent

  1. 1.The developer's agents: when are the preview and the launch, and when will the price list and floor plans be released?
  2. 2.The developer's agents: which unit types are offered, and in how many homes each?
  3. 3.My bank: what will it lend in principle, with my existing loans counted?
  4. 4.James: how does the unit I like compare with Chuan Park and the other choices I have, for my budget?
