District 19 covers Serangoon, Kovan, Hougang, Buangkok, Sengkang and Punggol. In the 12 months to September 2026 there were 1,964 resales of private apartments, condominiums and executive condominiums here, in 133 developments, and 32% of them were executive condominiums.

Private property

Not one market

District 19 runs from Serangoon, Bartley and Kovan through Hougang and Buangkok to Sengkang and Punggol. URA places almost all of it in the Outside Central Region: 1,961 of the 1,964 resales in the 12 months to September 2026.

Three kinds of home make up the district. Freehold and 999-year developments are the most numerous, 111 of the 181 developments that recorded a sale in the past five years, but made 215 of the resales, or 11%, and 54 of the 70 with a resale had fewer than five. Private developments on 99-year leases made 1,127 resales. Executive condominiums made 622, or 32%.

Location and type overlap. Of the 622 resales of executive condominiums, 324 were on streets named for Sengkang and 222 on streets named for Punggol. The figures below are given for each group, never for the district as a whole.

Apartments, condominiums and executive condominiums. URA's types of sale: a new sale and a sub sale are made before the development's Certificate of Statutory Completion and strata titles are issued, by the developer and by a purchaser; a resale is made after.

Resales have run between 1,645 and 2,208 a year. New sales were 753 in 2024 and 103 in 2025.

Middle half: a quarter of resales were below the lower figure and a quarter above the higher one. Calculated.

Private homes with leases from 2015 had the highest median price per square foot, $1,850, and the smallest homes, a median of 721 sq ft. Their median price, $1.29M, was the lowest of the seven groups. Executive condominiums with leases from 2015 had the highest median price, $1.75M, at a median size of 1,055 sq ft; 126 of their 196 resales were in one development, Rivercove Residences.

Freehold and 999-year homes had a median of $1,586 per square foot, below private 99-year homes with leases from 2000 to 2014 ($1,632) and from 2015 ($1,850).

In the column for executive condominiums with leases from 2015, 116 of the 172 resales at 800 to 1,199 sq ft were in one development, Rivercove Residences.

At 800 to 1,199 sq ft, the band with the most resales, the medians were $1.94M for private homes with leases from 2015, $1.66M for private homes with leases from 2000 to 2014, $1.72M and $1.59M for executive condominiums of the same two eras, $1.54M for freehold and 999-year homes and $1.25M for private homes with leases before 2000.

The cells for 1,600 sq ft and over are thin: eight resales for private homes with leases from 2015 and five for private homes with leases before 2000.

Medians are of the resales in that development in the 12 months and depend on which sizes and floors happened to sell. Calculated.

Rivercove Residences, an executive condominium, had 126 resales and Riverfront Residences 110. The five developments with the most resales made 24% of them and the top ten 36%. Three of the top ten are executive condominiums. Fifty-eight of the 133 developments with a resale had fewer than five.

Developers sold 125 homes in the 12 months, in two developments. Chuan Park, on a 99-year lease, made 115 of them at a median of $2,684 per square foot and $3.24M. Jansen House, on a 999-year lease, made 10.

These are not like for like with resales: a new sale may be of a home that is not yet completed, and the sizes sold differ. For reference, the median resale price per square foot of private homes with leases from 2015 was $1,850. Purchasers made 47 sub sales, 40 of them in Sengkang Grand Residences.

What this page does not cover

Future Government Land Sales sites, en-bloc redevelopments and launches that have not yet recorded a sale are not listed here. The table shows only developments in which URA has recorded a developer's sale in the period.

Schools and connectivity

MRT and LRT

Ten MRT stations that are open have postal codes in District 19. Serangoon is an interchange between the North East and Circle lines. Kovan, Hougang, Buangkok, Sengkang, Punggol and Punggol Coast are on the North East Line. Tai Seng, Bartley and Lorong Chuan are on the Circle Line. SLA's list also has 25 stations of the Sengkang and Punggol LRT in the district.

LTA expects Phase 1 of the Cross Island Line to be completed by 2030, with an interchange at Hougang, and its Punggol Extension by 2032, with interchanges at Riviera LRT station and at Punggol. SLA's address list already carries one Cross Island Line station in the district that is not yet open, Defu.

A station being in the district says nothing about how far it is from a given home. Check the walking route from the address itself.

Primary schools

A postal district is not a school catchment. Check the home's own address against MOE's current Primary 1 registration rules before relying on a school.

What it may mean for buyers

  • Decide which group you are buying in before comparing prices. At 800 to 1,199 sq ft the six groups with enough resales had medians from $1.25M to $1.94M.
  • Compare the total price as well as the price per square foot. The group with the highest median price per square foot, private homes with leases from 2015, had the lowest median price. Executive condominiums with leases from 2015, which were larger, had the highest.
  • In a freehold or 999-year development, check how many recent sales there are. 54 of the 70 with a resale had fewer than five in the 12 months.
  • For a 99-year home with an older lease, ask CPF Board and your bank early whether the remaining lease affects the CPF you may use and the loan you can get.

What it may mean for sellers and owners

  • In the developments with the most resales, buyers have many recent sales in the same development to compare with yours.
  • A district-wide figure is unlikely to describe your home. The median price per square foot of the seven groups ranged from $1,138 to $1,850.
  • If you own an executive condominium, buyers may compare it with private condominiums on the same street. Where one street had both kinds, the medians per square foot were within 10% of each other in eight of nine comparisons.

Analysis · opinion

James's interpretation

I think of District 19 as three markets. Sengkang and Punggol are 99-year condominiums and executive condominiums with larger homes, medians of 990 to 1,098 sq ft against 721 sq ft for private homes with leases from 2015. Hougang, Serangoon North and Upper Serangoon have the private homes with the newest leases, which are also the smallest. The freehold and 999-year developments are a third market, most of them with a handful of sales a year.

The mistake I would avoid is comparing across those three on price per square foot. The private homes with the newest leases top that measure and have the lowest median price; they are also the smallest.

My view is that a household here should fix the size it needs first, then compare the developments that offer it, private and executive condominium alike.

Limitations

URA's records cover only sales with a caveat lodged, and recent months are incomplete. September 2026 in particular is likely to gain sales as more caveats are lodged.

URA records some sales without a development name. Those cannot be placed in a district from the feed used here and are not counted.

The records give a home's size, floor range, tenure and price. They do not give its condition, facing, layout or renovation, and a development's median depends on which of its homes happened to sell.

Freehold developments carry no lease start year in the records, and the start year of a 999-year lease says nothing about when the homes were built, so the age of these developments is not known from this data. A 99-year development's lease start year is not its completion year.

The stock table counts developments that had at least one sale in the past five years. A development where nothing was sold is missing from it.

Future Government Land Sales sites, en-bloc redevelopments and launches that have not yet recorded a sale are not covered.

Streets are described as named for Sengkang or Punggol by their names alone (for example Anchorvale, Compassvale, Rivervale; Punggol, Edgedale, Edgefield). This is not URA's planning-area boundary.

Methodology

The figures are calculated from URA's records of caveated sales in postal district 19, read through URA's Data Service on 5 October 2026. The feed holds the past five years, so the earliest sale is from September 2021. The headline period is the 12 months to September 2026; the year-by-year table begins in January 2022.

Included: single-unit sales of apartments, condominiums and executive condominiums with a strata floor area. Left out: 58 sales of landed and strata-landed houses and 3 caveats covering more than one unit.

Each development is grouped by tenure and, for 99-year developments, by the year its lease began. Where a record of a 99-year sale gives no start year, the year is taken from the development's other records. Leases of more than 900 years are grouped with freehold. Executive condominiums, which URA records as their own property type, are grouped apart from private condominiums and apartments.

Floor area is converted at 10.7639 square feet to the square metre, and price per square foot is the price divided by that area. The size bands are under 500, 500 to 799, 800 to 1,199, 1,200 to 1,599, and 1,600 sq ft and over. Medians and quartiles are taken across the sales in each group, with quartiles by linear interpolation. A group with fewer than five sales is marked low sample. Prices of $1M and over are rounded to the nearest $10,000, lower prices to the nearest $1,000, and percentages to the nearest whole number.

Figures are given by group. No single figure is used to describe the whole district, because the groups differ in lease era, size and tenure.

New sale, sub sale and resale
URA's types of sale. A new sale is a sale by the developer, and a sub sale a sale by a purchaser, before the Certificate of Statutory Completion and the strata titles have been issued for all units in the development. A resale is a sale after they have been issued.
Executive condominium (EC)
URA's own property type for a development sold by a property developer to buyers who meet HDB's eligibility conditions. HDB sets a minimum occupation period, counted from the Temporary Occupation Permit, and a unit can be sold on the open market only after it. ECs are shown apart from private condominiums and apartments on this page.
Caveat
A notice lodged with the Singapore Land Authority, usually by the buyer's lawyer, after an option is exercised or an agreement signed. URA's records are of caveats lodged, so a sale with no caveat is not in them.
Postal district
One of 28 areas defined by the first two digits of the postal code. District boundaries are not the same as HDB towns or URA planning areas.
Tenure and lease era
Freehold developments and those on leases of more than 900 years, most of them 999-year, are grouped together. A 99-year development is grouped by the year its lease began, which is not the year the homes were completed. Newer and older on this page refer to the year the lease began.
Middle half (25th to 75th percentile)
The range that the middle half of sales fall in. A quarter of sales were below the 25th percentile and a quarter were above the 75th.
Price per square foot
The price divided by the strata floor area in URA's record.
Low sample
Fewer than five sales in a group. No median is shown, because one or two sales can move it a long way.
