What did Chencharu Central's land cost, and how does it compare with later mixed-use awards?

HDB awarded the Chencharu Close site in September 2025 for about $1.013 billion: a blended rate of about $980 psf ppr across its commercial and residential floor area. Hougang Avenue 10 / Hougang Central followed in January 2026 at about $1,179, roughly 20% higher, and Bayshore Drive in July 2026 at about $1,323, roughly 35% higher. These are land rates for different mixed-use sites, not apartment prices or discounts.

Key takeaways

  • Chencharu's blended land rate came before two higher later mixed-use awards, at Hougang Central and Bayshore Drive.
  • All three are blended whole-site rates for different locations and uses: context for the cost behind later supply, not apartment prices.
  • The convenience comes home with you: HDB's plans place a bus interchange, hawker centre and shops within the development.

Evidence

The land record

An integrated development appeals because it makes ordinary days easier. A bus interchange, a place to eat and shops within the development can turn three separate errands into one trip downstairs. At Chencharu Central, there is also a useful land-purchase story behind that convenience.

HDB awarded the Chencharu Close site in September 2025 for about $1.013 billion. Across its 96,008 sq m of permissible gross floor area, that works out to about $980 psf per plot ratio. This is the blended rate for the commercial and residential development, not a residential-only land rate or an apartment selling price.

Later mixed-use purchases give us two reference points

Hougang Avenue 10 / Hougang Central was awarded in January 2026 at about $1,179 psf ppr, roughly 20% above Chencharu. In July, the commercial and residential site at Bayshore Drive was awarded at about $1,323, roughly 35% above Chencharu. These are completed awards, with developers committed to those land purchases.

They are useful references because all three combine homes with commercial uses. Their locations, commercial allocations and public-facility requirements differ, so the gaps cannot be read as apartment discounts. They do show that two later mixed-use developments start from higher blended land rates.

Why the land record matters to a Chencharu buyer

The convenience is part of the reason to pay attention early

HDB’s Chencharu plans place a bus interchange, hawker centre and shops within the integrated development. For a buyer intending to live in Yishun, that is the part of the story that comes home with you every day. You do not need to want Hougang or Bayshore for their land purchases to be relevant; they help put the cost of bringing another mixed-use development to market in perspective.

There is a gap between a land award and homes being offered for sale. That makes the land record useful before the price list arrives: it shows costs already committed to in the future supply, rather than a forecast of what buyers might pay.

What would make Chencharu worth choosing?

An earlier land purchase and built-in everyday amenities are a promising combination. I would be interested in a well-planned home here if the launch price gives a family good value for the space and convenience it receives. The site plan will show how the residential entrance and facilities fit around the public uses; the floor plan will tell us how well the apartment works.

Limitations

The land awards compared here are different sites in different places, with their own size, density and development brief. A gap between two land rates describes the cost behind later developments; it is not a discount on any home, a gain on this site's land or a forecast of a selling price. The three are blended whole-site rates; their commercial allocations and public-facility requirements differ.

Methodology

Land rate: each award price divided by the site's maximum permissible gross floor area, converted at 10.7639 square feet per square metre (Chencharu Close: $1,012,588,989.89 over 96,008 sq m). For these three sites the rate is blended across the commercial and residential floor area, so they are compared only with each other, not with residential-only sites. Percentages compare the unrounded rates.

psf ppr
Land price per square foot of permissible gross floor area (per plot ratio): what the developer paid for the land divided by the floor area it may build. A home's psf is its selling price over its own floor area: a different figure.
Blended rate
A land rate worked out over a site's whole permissible floor area, commercial and residential together, rather than over the homes alone.
