Why Ang Mo Kio's $638,000 4-room median can mislead buyers and sellers

HDB's median resale price for 4-room flats in Ang Mo Kio was $638,000 in the second quarter of 2026, but only five of the 82 flats sold were within 5% of that figure. Flats with leases from before 2000 sold at a median of $531,000, and flats with leases from 2000 onwards at about $985,500.

What does a 4-room HDB flat in Ang Mo Kio actually sell for?

It depends on the age of the flat. From April to June 2026, 4-room flats with leases that began before 2000 sold for $438,000 to $670,000, with a median of $531,000. Those with leases from 2000 onwards sold for $755,888 to $1,150,000, with a median of about $985,500. The town's published median of $638,000 sits near the top of the older group's range and below every sale in the newer group.

What the data shows

In the three months from April to June 2026, 82 four-room flats were resold in Ang Mo Kio. Sorting them by the year the lease began splits them into two groups with no overlap in price.

The 44 flats with leases from before 2000 sold for between $438,000 and $670,000. Their leases began between 1976 and 1993. The 38 flats with leases from 2000 onwards sold for between $755,888 and $1,150,000, and 15 of them sold for $1 million or more. Nothing sold between $670,000 and $755,888.

HDB's published median for the quarter, $638,000, is the middle sale when all 82 are lined up by price. Only five sales were within 5% of it.

The median rises from $438,000 in Q2 2021 to $638,000 in Q2 2026, but not smoothly. It jumps to $605,900 in Q1 2023, drops to $520,000 the next quarter, and moves between $531,500 and $612,900 through 2024.

The published median has moved unevenly. It was $605,900 in the first quarter of 2023 and $520,000 in the next. It was $531,500 in the first quarter of 2024 and $612,900 in the second.

The 2024 jump can be checked against the transactions. Between those two quarters the published median rose 15.3%. Over the same period the median for the older group rose 2.9%, from $520,000 to $535,000, and the median for the newer group fell 4.5%, from $898,000 to $858,000. What changed was the mix: newer flats were 16 of 74 sales in the first quarter and 35 of 80 in the second.

Older flats have leases that began before 2000; newer flats have leases from 2000 onwards. The published median is HDB's own figure for all 4-room sales in the quarter.

By the second quarter of 2026 newer flats made up 38 of the 82 sales. Twenty of those were on Ang Mo Kio Street 23, in blocks with leases that began in 2021. Flats from these blocks first appear in the resale records in December 2025.

Analysis · opinion

James's interpretation

I read the Ang Mo Kio 4-room median as a measure of mix more than a measure of price. When more of the newer flats change hands in a quarter, the median goes up even if no individual flat is worth more. The first half of 2024 shows this plainly: the headline rose by 15% while one group barely moved and the other fell.

Over the two years to mid-2026 the older group has hardly moved: $535,000 in the second quarter of 2024 and $531,000 in the second quarter of 2026. The newer group's median rose from $858,000 to about $985,500, but the flats in that group changed as well, because the Street 23 blocks came onto the resale market in between. I would not treat that rise as a like-for-like price increase.

So for this town I set the headline median aside and look at the group the flat belongs to.

What it may mean for buyers

Decide which group you are shopping in before you look at prices. A budget near the published median of $638,000 puts you among the dearer older flats. No newer 4-room flat sold below $755,888 in the quarter.

For an older flat, check the remaining lease against your age, your CPF usage and the loan tenure before you commit. For a newer flat, compare against sales in the same cluster of blocks, because the newer group covers leases from 2001 to 2021.

What it may mean for sellers and owners

Price against recent sales of flats of similar age on nearby streets. The owner of a 1980 flat who anchors on $638,000 is asking about 20% more than the median for comparable flats. The owner of a 2018 flat who anchors on it would be asking far too little.

Limitations

Each group has between 16 and 58 sales in a quarter, so a few unusual sales can move a group median. Only three quarters were examined at transaction level.

Grouping by lease year is coarse. It does not adjust for storey, floor area, block or distance to an MRT station, and the newer group spans leases from 2001 to 2021.

HDB's records are by date of registration and can be revised. The figures here are as extracted on 2 October 2026.

Methodology

I took every 4-room resale transaction in Ang Mo Kio registered in January to June 2024 and April to June 2026 from HDB's resale flat price records on data.gov.sg: 74, 80 and 82 transactions for the three quarters. Each was placed in one of two groups by its lease commencement year: before 2000, or 2000 and later. Medians were then calculated for each group and quarter.

To check the records, I recalculated the median of all sales in each quarter and compared it with HDB's published figure. The results were $531,500 against a published $531,500 for the first quarter of 2024, and $612,944 against $612,900 for the second quarter of 2024. For the second quarter of 2026 my figure is $644,400 against a published $638,000. The published figure equals one of the two middle sales, which suggests the records have changed by one transaction since HDB calculated it.

A sale is counted as within 5% of the published median if its price is between $606,100 and $669,900.

Lease commencement date
The year the flat's 99-year lease started. HDB records it for every resale transaction.
Median
The middle value when all sales are lined up by price. Half the sales are above it and half are below.
Minimum occupation period (MOP)
The time owners must live in an HDB flat before they can sell it on the open market.
