What is known so far
Solano Grand is CDL's executive condominium at Senja Close in Bukit Panjang, about 300 homes on a 99-year lease according to CDL's listing. CDL won the land in August 2025 with a bid of $252.9 million, or $771 psf per plot ratio, and said in its August 2026 results that it was aiming to launch in the first quarter of 2027. No price, floor plan or payment scheme has been released. For the location and the rules, see Solano Grand for first-time EC buyers and the Senja Close guide for Bukit Panjang HDB owners. Property Elites Clique, James's team, keeps a Solano Grand project page with the project's details.
Two rough gauges from past EC launches
The nearest evidence for a launch price is what recent ECs launched at, against what their developers paid for the land:
| EC (launched) | Land, psf ppr | Launch average, psf | Launch minus land | Land ÷ launch |
|---|---|---|---|---|
| Aurelle of Tampines (Mar 2025) | $721 | $1,766 | $1,045 | 40.8% |
| Otto Place (Jul 2025, normal payment scheme) | $701 | $1,700 | $999 | 41.2% |
| Coastal Cabana (Jan 2026) | $729 | $1,734 | $1,005 | 42.0% |
| Rivelle Tampines (Mar 2026) | $768 | $1,893 | $1,125 | 40.6% |
| Average of the four | $1,043.5 | 41.17% |

Land is priced per square foot of the floor area allowed on the site (psf ppr); a launch average is per square foot of the homes sold. The two are measured on different floor areas, so the last two columns compare prices; they are not the developer's costs or margin.
Two simple ways of carrying that pattern over to Solano Grand's land price give two gauges:
| Gauge | How it is worked out | Gauge, psf (to the nearest $10) |
|---|---|---|
| Method A: same dollar gap | $771 land + $1,043.5 (the four launches' average gap) | about $1,810 |
| Method B: same ratio | $771 land ÷ 41.17% (the four launches' average ratio) | about $1,870 |
Source: Executive Condominium sites sold (as at 26 September 2025) (Housing & Development Board), Land sold 2022 – 2025. Extracted 21 Oct 2026.
Rough project-level gauges, not CDL's prices, a valuation or a forecast with a known error. Solano Grand's land: $771 psf ppr in HDB's list of EC sites sold. Actual prices could be above both gauges.
Method B, the same ratio, gives about $1,870 psf; Method A, the same dollar gap, gives about $1,810. These are patterns between two prices measured on different floor areas, in four projects with different locations, sizes, payment schemes and launch dates. They are not CDL's costs or margin, not a valuation, and not a forecast with a known error. Solano Grand's small size and its LRT location are not in them.
Could it come in higher?
Yes. Gauges of this kind have come in below actual launch prices before, and nothing stops CDL pricing above both: demand at launch, the units offered first and the payment scheme all move the average. Rivelle Tampines, on land of $768 psf ppr, launched at $1,893. A budget should also be tested at $2,000 psf.
What a home would cost
| Price psf (illustrative) | 1,000 sq ft home (hypothetical size) | 1,100 sq ft home (hypothetical size) |
|---|---|---|
| $1,800 | $1,800,000 | $1,980,000 |
| $1,900 | $1,900,000 | $2,090,000 |
| $2,000 | $2,000,000 | $2,200,000 |

Illustrative prices and hypothetical sizes, not Solano Grand's prices or released layouts. Before stamp duty, legal fees and the loan's costs.
The sizes are hypothetical: CDL has not released Solano Grand's layouts. Use your own target size once the floor plans are out, and work from the total price, which is what the loan, the cash and the CPF are measured against.
What Blossom Residences shows
Blossom Residences on Segar Road, also by CDL, is Bukit Panjang's earlier test of an EC priced close to older private homes. Its 2011 median of $704 psf was only 3.3% below Maysprings' $728. By 2025 its median was $1,262, up 79.3%, against 61.4% at Maysprings. But Blossom was also 36.7% below Foresque Residences, the selected private developer-sale benchmark elsewhere in Bukit Panjang, whose developer sales had a median of $1,113 that year. By 2025 that gap had narrowed to about 21%: Blossom's $1,262 against Foresque's $1,595. It narrowed partly, and Blossom stayed cheaper.
So Blossom shows that a new EC bought close to an older condo's price could still do well. It does not show that an EC priced close to a new private launch will. Its 2011 median was less than 40% of the gauges for Solano Grand, and the market rose strongly in between.
The private homes around it
Three private developments nearby are the obvious comparisons, and each is a different kind of home. URA's records give sizes, not bedrooms, so the table counts homes of 90 to 109 sq m, the usual size of a three-bedroom unit.
| Development | What it is | Sales counted | Median psf | Median price | Median size |
|---|---|---|---|---|---|
| The Myst, Upper Bukit Timah Road | Private; 99-year lease from 2023 | 95 sales, Jul 2023 – Aug 2026, almost all from the developer | $2,010 | $2,197,000 | 1,066 sq ft |
| The Arden, Phoenix Road | Private; 99-year lease from 2023; 105 homes | 27 developer sales, Aug 2023 – Nov 2025 | $1,803 | $1,901,000 | 1,109 sq ft |
| Hillion Residences, Jelebu Road | Private; 99-year lease from 2013; above Hillion Mall | 6 resales, Jan 2022 – Jul 2026 | $1,754 | $2,039,000 | 1,163 sq ft |
| Blossom Residences, Segar Road | EC; 99-year lease from 2011 | 28 resales, Jan 2025 – Dec 2025 | $1,249 | $1,263,944 | 1,055 sq ft |

Past sales, not prices of homes on offer now: The Myst's and The Arden's figures are developer sales from their launches onward, and URA records no Arden developer sale after November 2025. Floors, stacks and layouts are not matched. Each row has its own period.
The Myst, on Upper Bukit Timah Road near Cashew station on the Downtown Line, is a new private launch whose lease began in 2023, two years before Solano Grand's land was sold. Its homes of three-bedroom size sold at a median of $2,010 psf. The Arden, on Phoenix Road, is a small project of 105 homes; URA records 105 developer sales, the last in November 2025, so its $1,803 median is from sales of 2023 to 2025, not a price on offer now. Hillion Residences sits above Hillion Mall, beside the Bukit Panjang MRT and LRT stations. 89 of its 148 resales since October 2021 were homes under 50 sq m, so its overall median describes small flats; only 6 were of three-bedroom size.
Against The Myst's median, prices of $1,800, $1,900 and $2,000 psf would be 10.4%, 5.5% and 0.5% below. Floors, stacks and layouts are not matched, and The Myst's figure is from sales since 2023. Solano Grand is served by the Bukit Panjang LRT, not an MRT station next door; an LRT address should not be assumed to price like one beside an MRT interchange.
