What do the developer, HDB and URA say?
CDL Homes' Upcoming Launches page lists Solano Grand at Senja Close as an executive condominium of about 300 units on a 99-year lease. HDB launched the site for tender on 21 March 2025; the tender closed on 5 August 2025 with CDL Constellation Pte. Ltd. as the top bidder. URA's land sales map, URA SPACE, records the award on 26 August 2025, in the Bukit Panjang planning area, with HDB as the sales agent. CDL's Annual Report 2025 lists the Senja Close EC among the group's projects in the course of development.
HDB's tender results give a site area of 10,159.2 square metres and a maximum gross floor area of 30,478 square metres; CDL's annual report gives the same figures, rounded. (URA SPACE's panel, read on 20 October 2026, shows 30,478 against both site area and gross floor area; this page uses HDB's tender figures.)

Which figures can still change?
The number of homes: HDB estimated about 295 when the site was launched, and its tender results of 5 August 2025 said the developer's number may vary; CDL gave 302 in its operational update of 20 May 2026; its Upcoming Launches page gives about 300. Rely on CDL's figure when the project is launched.
The launch: CDL's update of 20 May 2026 said both of its EC projects were anticipated to launch in Q1 2027, and its results presentation of 13 August 2026 still targeted Q1 2027. Its Upcoming Launches page, read on 20 October 2026, gives no date. A target quarter is not a booking date.

What has not been announced
What should you not assume?
Prices, the unit mix and layouts, the payment schemes the developer will offer and the booking date have not been published by CDL. Its Annual Report 2025 lists an expected completion year of 2030 for the Senja Close EC: an expectation, not a TOP or key-collection date. Price lists or 'expected' prices from other sources are not the developer's.
The land price is often quoted per square foot per plot ratio: $8,298 per square metre of gross floor area is about $771 per square foot. It is what the developer paid for the land, before construction, financing and other costs, and it is not the price a buyer pays per square foot.

Which rules apply
Ceiling, MOP and resale restrictions
HDB's income ceiling is $16,000 for new units in EC sites with tenders awarded before 24 August 2026, and the 10-year MOP applies only to EC projects whose tender closed on or after 8 May 2026. This site's tender closed on 5 August 2025, so the 5-year MOP applies, and a resale buyer must be a citizen or PR until 10 years from TOP. CDL's update of 20 May 2026 said the EC changes announced on 8 May 2026 would not affect its two EC projects.

Prepare by your route
First-time buyer or HDB owner?
A first-time buyer has no flat to sell: see what first-time buyers can prepare before booking. An HDB owner must dispose of the flat within 6 months of collecting the EC's keys: see how valuation, bridging finance and timing work together.
CDL has not said which payment schemes Solano Grand will offer. NPS and DPS compared explains both; do not plan on a deferred scheme until the developer confirms one.

Look at the location yourself
Where is it, and what is around it?
OneMap's point for the road Senja Close is about 350 m in a straight line from Jelapang LRT station, about 630 m from Senja LRT station and about 1.0 km from Bukit Panjang MRT station on the Downtown Line. These are not walking distances or times, and they are measured from the road, not from the site's entrances.
URA SPACE shows the sale site's boundary, the roads around it and the Master Plan zoning of the land nearby (open View Government Land Sales Site and search for Senja Close). Zoning shows what land is planned for, not what will be built or when.

Money and timing

A target quarter is not a booking date. Settle eligibility, documents and the first 20% now, so the decision at launch is about the unit and its price.

For an HDB owner in Bukit Panjang, one household's earlier move from 635B Senja Road to another EC, Copen Grand, shows how a Deferred Payment Scheme, a bridging loan and the flat's sale were lined up: 635B Senja Road to Copen Grand. It is a historical case for a different project and does not mean Solano Grand will offer the same scheme, or that the same financing or approvals will be available.

URA SPACE's map is the primary record of the sale site; its land sales information is URA's and HDB's. Open it there rather than relying on copies of the map elsewhere.

Assuming the $18,000 ceiling or the 10-year MOP applies. For this site they do not.
Reading the land price per square foot as a selling price.
Treating price lists or estimates from other sources as CDL's prices.
Planning on a Deferred Payment Scheme before CDL announces its payment schemes.
