Tampines 4-room flats: does a 1990s lease cost more than a 1980s one?

Across the town, hardly, even with about 11 more years on the lease. On the same street it usually does. Here is what HDB's records for the 12 months to September 2026 show, and how I'd use it to buy or sell.

In Tampines, does a 4-room flat with a 1990s lease sell for more than one from the 1980s?

Across the town, only a little. From October 2025 to September 2026, 262 four-room flats of 100 to 109 square metres with leases from 1982 to 1990 sold at a median of about $636,400, with 58 years left. 132 with leases from 1993 to 1997 sold at $642,500, with 69 years left. The two medians were no more than $10,000 apart in each of the three years before either. In a separate comparison pooling October 2022 to September 2026, the 1990s flats had the higher median on 7 of 8 qualifying streets, by $8,000 to $30,000. The big step is to the newest flats, at about $770,400 for 93 square metres.

Key takeaways

  • Same size, different decade: 4-room flats of 100 to 109 square metres sold at a median of about $636,400 with a 1980s lease (262 sales) and $642,500 with a 1990s lease (132 sales), October 2025 to September 2026.
  • The 1990s flats had a median of 69 years left on the lease, against 58: about 11 more years for roughly $6,100 more at the median.
  • Not a one-year fluke: the two medians were no more than $10,000 apart in each of the four 12-month periods from October 2022, and the 1990s flats were lower in two of them.
  • On the same street the 1990s flats usually sold higher: on 7 of 8 streets with at least five of each over the four years, by $8,000 to $30,000. On Simei Street 1 they sold $1,500 lower.
  • The real jump is to the newest flats: leases from 2020 to 2022 sold at a median of about $770,400, about $128,000 more than the 1990s group, for 93 square metres against about 104.

Evidence

Same size, different decade: what the records show

HDB registered 902 four-room resales in Tampines from October 2025 to September 2026. Their leases began in four runs of years: 391 from 1982 to 1990, 163 from 1993 to 1997, 98 from 2008 to 2018 and 250 from 2020 to 2022. HDB's own 4-room median for Tampines was $670,000 in Q3 2026; everything else on this page is calculated from HDB's records.

Comparing like with like: same size

At all sizes, the 1980s group sold at a median of $620,000 and the 1990s group at $645,000. That $25,000 gap is mostly about size, not lease: 117 of the 391 flats in the 1980s group are under 100 square metres, at a median of 84, and they sold at a median of $575,000. Comparing only flats of 100 to 109 square metres takes size out: 262 of the 1980s flats and 132 of the 1990s flats are that size.

At that size, the 1980s flats sold at a median of about $636,400 and the 1990s flats at $642,500, about $6,100 apart. Per square metre, $6,095 against $6,238. HDB's records give a median of 58 years left on the lease for the 1980s flats at the time of sale and 69 for the 1990s flats.

Even that small gap is not purely the lease. 23% of the 1990s flats of this size were on the 10th storey or above, against 18% of the 1980s flats, and 10 of the 1990s flats are HDB's Premium Apartment model. Floor and model can account for part of $6,100.

This was not one year's result. In each of the four 12-month periods from October 2022 the two medians were no more than $10,000 apart, and in two of them the 1990s flats had the lower median.

Calculated from HDB's transaction records. Medians are rounded to the nearest $100 and the difference is between the rounded figures. Each period has different flats in it, so read down a column with care: the figures are not a measure of how a flat's price changed.

On the same street, the 1990s flat usually sells higher

The town-wide figure compares flats on different streets: counting all sizes, the 1980s 4-room flats sold most often on Tampines Streets 21 and 83 and Simei Street 1, the 1990s ones on Tampines Streets 71, 33 and 34. 8 streets had at least five sales of each kind of flat, at 100 to 109 square metres, over the four years to September 2026.

Calculated from HDB's transaction records: every street with at least five resales of each kind in the four years. Medians are rounded to the nearest $100. The four years are pooled, and prices changed over them.

On 7 of the 8 streets the 1990s flats had the higher median, by $8,000 to $30,000. On Simei Street 1 they had the lower one, by $1,500, though only 10 of the 83 sales there were 1990s flats. Two streets have only five or six sales on one side, so read their figures with care.

The four years are pooled to have enough sales on each street, and prices rose over them. Across these streets the timing is balanced: 24% of the 1980s sales and 25% of the 1990s sales were in the last of the four years. Street by street it is not: the 1990s sales lean later on Tampines Street 43 (67% in the last year, against 19%) and Tampines Avenue 9 (25% against 0%), and earlier on Tampines Avenue 8 (33% against 60%). Where one side sold later, rising prices can account for part of the gap.

The newest flats are a different market

The 250 four-room flats with leases from 2020 to 2022 sold at a median of about $770,400, about $128,000 above the 1990s flats of 100 to 109 square metres. They are smaller, at a median of 93 square metres, and HDB's records give them a median of 94 years left. Per square metre they sold at a median of $8,293, against $6,262 for all 1990s 4-room flats: 32% more.

By price, the older and the newer flats barely meet. Of the 423 four-room sales from $600,000 to under $700,000, 417 were 1980s or 1990s flats. Of the 254 from $700,000 to under $800,000, 234 had leases from 2008 onwards.

Analysis · opinion

Why I don't call it an age premium

Before property I was an auditor and then a research analyst, and the habit I kept is checking what a headline figure leaves out. Across Tampines, the two groups of 4-room flats of 100 to 109 square metres had similar median prices. The four-year street comparison adds useful detail: the 1990s group had the higher median on 7 of the 8 qualifying streets. I would use those figures to narrow the comparison to the blocks you like.

For many families that is good news. At about $636,400 to $642,500, Tampines still offers 4-room flats of about 104 square metres, in a town served by two MRT lines, shopping centres and sports facilities. At about $770,400 you are choosing a newer flat of about 93 square metres with a much longer lease. Both are sound choices; the right one depends on how long you plan to stay and how much space you need.

The fair comparison is the same street, the same size and, where there are enough sales, the same block. That is how I set flats side by side for a buyer, and how I would price one for a seller.

Every buyer's situation is different. For any risk that applies to you, speak to me.

If you're buying a 4-room flat in Tampines

  • With a budget of about $600,000 to $700,000 for a 4-room flat, you are mainly looking at 1980s and 1990s flats: 417 of the 423 sales in that range were. Compare the two on the same street to see what the 1990s lease is costing on the streets you like.
  • Check the floor area. Some 1980s 4-room flats are about 84 square metres, and they sold at a lower median than the 104 square metre flats, which is useful if your budget is tighter.
  • If a newer flat is the priority, the 2020 to 2022 flats give you the longest lease in the town at a median of about $770,400.

If you're selling one

  • If you own a 1990s 4-room flat, price it against 1990s flats on your street and nearby, and show buyers those sales. Across the town they will see 1980s flats of the same size at about the same median, so your street's record is your strongest argument.
  • If you own a 1980s flat of about 104 square metres, lead with the space: recent sales of the same size on your street are your guide, and across the town your flat sits level with the 1990s flats.
  • Selling to move up? Nearby, Coastal Cabana is an executive condominium (EC) near Pasir Ris, and my guide to buying a new EC sets out who can buy one. WhatsApp me on +65 9696 9567 to work out the order of sale and purchase.

Limitations

The comparison holds size roughly constant but not storey, block, condition, layout or distance to an MRT station.

The same-street table pools four years in which prices rose, and two of its streets have only five or six sales on one side. Its medians can move with a few sales.

The 100 to 109 square metre band is a choice. At all sizes, the 1980s group's median is lower, because it includes smaller flats.

The figures say what buyers paid. They say nothing about how prices of older flats will move as their leases run down.

HDB's records are by date of registration and can be revised: one Tampines record for September 2026 present on 15 October 2026 had been removed by 29 October 2026. The figures here are as extracted on 29 October 2026. Read again on 5 November 2026, the records for these periods were unchanged.

Methodology

I took every 4-room resale in Tampines registered from October 2022 to September 2026 from HDB's resale flat price records on data.gov.sg, read on 29 October 2026. The main figures are for the 12 months from 1 October 2025 to 30 September 2026: 902 four-room resales. Each was grouped by the period in which its lease began, using the four runs of lease years in the town's records: 1982 to 1990, 1993 to 1997, 2008 to 2018 and 2020 to 2022.

To compare the 1980s and 1990s flats at the same size, I kept the flats of 100 square metres up to but not including 110, the size of most flats in both groups. Years left on the lease are HDB's own figure at the time of sale, in whole years.

For the same-street check I pooled four years, October 2022 to September 2026, and kept every street with at least five resales of each kind of flat at that size. The difference is the 1990s median less the 1980s median, both rounded to the nearest $100.

To check the records, I recalculated HDB's published town medians for the four quarters to September 2026. For 4-room flats they matched to the nearest $100 in three of the four quarters; in Q3 2026 the records give $671,000 against HDB's $670,000. Across all flat types they matched in 12 of 16 cases. HDB's published figure is the one quoted as HDB's; every other figure on this page is calculated.
