Woodlands HDB Resale Market: Prices, supply, connectivity and what buyers and sellers should know

Woodlands had 73,018 flats under HDB's management as at 31 March 2025, and three-quarters of its sold flats are 4-room or 5-room. In the 12 months to June 2026, 1,762 flats were resold here, and about half of them had leases that began between 1996 and 2000. The only flats to reach $1 million were large executive apartments.

All three medians were higher in the third quarter of 2025 than in 2021, though not in a straight line, and have eased since. The 3-room median goes from $290,000 in Q1 2021 to a high of $468,900 in Q3 2025, and was $428,900 in Q2 2026. The 4-room median goes from $380,000 to a high of $568,000 in Q3 2025, and was $550,000 in Q2 2026. The 5-room median goes from $465,000 to a high of $677,500 in Q3 2025, and was $655,000 in Q2 2026.

Executive flats are left out to keep the chart readable. HDB's published executive median was $630,000 in Q1 2021, $890,000 in Q2 2025 and $916,500 in Q2 2026. Its highest so far was $935,900 in Q1 2026.

Within each flat type the price bands overlap. 3-room medians were $348,000, $385,000, $448,000 and $510,000 across the four lease periods. 4-room medians were $425,000, $490,000, $525,000, $555,000, $545,000 and $640,000. 5-room medians were $581,000, about $696,900, $667,500, $616,000 and about $761,400. For both 4-room and 5-room flats, the group with leases from 2001 to 2004 sold for less than the group from 1996 to 2000. The band for 4-room flats with leases from 2013 overlaps the band for 5-room flats from 1996 to 2000.

The flats in the town

HDB's Key Statistics count 69,090 sold flats in Woodlands as at 31 March 2025. 30,744 are 4-room and 21,260 are 5-room, which together is 75% of the sold flats. There are 7,382 three-room flats and 6,191 executive flats.

Flats in the town are HDB's figures for sold flats under its management as at 31 March 2025; HDB counts 2-room Flexi flats with 2-room and 3Gen flats with 5-room. HDB also managed 3,928 rental flats in the town, which cannot be resold. Resales are counted from HDB's transaction records for July 2025 to June 2026. Shares are rounded.

Resales follow the same mix. Of the 1,762 flats resold from July 2025 to June 2026, 848 were 4-room, 521 were 5-room, 190 were 3-room, 167 were executive and 36 were 2-room.

Age of the flats that were sold

892 of the 1,762 flats resold, 51%, had leases that began between 1996 and 2000. That includes 480 of the 848 four-room flats and 326 of the 521 five-room flats. A further 351 had leases that began between 2013 and 2019. No flat with a lease from 2005 to 2012 was sold.

Latest quarter

From April to June 2026, 474 resale flats changed hands: 51 three-room, 216 four-room, 147 five-room, 54 executive and 6 two-room. HDB's published medians for the quarter were $428,900 for 3-room flats, $550,000 for 4-room, $655,000 for 5-room and $916,500 for executive flats.

The 3-room, 4-room and 5-room medians were 1.8% to 2.7% lower than a year earlier and the executive median was 3.0% higher. The 3-room, 4-room and 5-room medians were at their highest in the third quarter of 2025, and the executive median in the first quarter of 2026.

In that quarter, 135 of the 216 four-room flats and 110 of the 147 five-room flats sold within 10% of HDB's published median. For 3-room flats it was 14 of 51.

Prices by flat type and lease period

Over the 12 months, 3-room and 4-room prices step up with newer leases, with one exception, and the bands overlap. 5-room prices do not follow the age of the flat as neatly.

4-room flats with leases from 1996 to 2000, the largest group with 480 sales, sold at a median of $555,000. Those with leases from 2001 to 2004 are smaller, at a median of 90 square metres against 101, and sold for less, at $545,000. Those with leases from 2013 onwards sold at $640,000, which is $85,000 more than the 1996 to 2000 flats, for a median of 93 square metres.

5-room flats with leases from 1996 to 2000 sold at a median of $667,500. The 20 with leases from 1990 to 1995 sold at about $696,900 and the 65 from 2001 to 2004 at $616,000; the 2001 to 2004 flats are smaller, at a median of 111 square metres against 121. The 70 five-room flats with leases from 2013 onwards sold at a median of about $761,400. The highest 5-room price was $848,000 and the highest 4-room price was $750,000.

The 1996 to 2000 flats sold close to HDB's published town medians. Over the 12 months, 415 of the 480 four-room flats of that age sold within 10% of $550,000, and 281 of the 326 five-room flats within 10% of $655,000.

3-room flats sold at medians of $348,000 for leases from 1974 to 1977, $385,000 for the 1980s, $448,000 for 1990 to 1995 and $510,000 for leases from 2013 onwards. The 36 two-room flats sold for $300,000 to $423,000.

Executive flats and $1 million sales

167 executive flats were resold in the 12 months: 129 apartments, including 12 premium apartments, and 38 maisonettes. The apartments range from 130 to 192 square metres. The 64 that are 160 square metres or larger, all with leases from 1993 to 1995, sold at a median of $1,000,000. The 65 smaller ones sold at a median of $860,000, and the maisonettes at $896,500.

36 flats sold for $1 million or more, 2% of all resales. All 36 were executive apartments with leases from 1993 to 1995, and 35 of them were 160 square metres or larger. The highest price was $1,270,000. No 4-room flat, 5-room flat or maisonette reached $1 million.

Supply, pipeline and planning

HDB's Key Statistics show 8,518 flats under construction in Woodlands as at 31 March 2025. Build-To-Order projects launched here since December 2023 are Woodlands Beacon (399 flats) and Urban Rise @ Woodlands (848) in December 2023, Woodgrove Edge (1,127) in February 2024, Marsiling Peak I & II (1,609) in June 2024, Marsiling Ridge (292) in October 2024, Woodlands North Verge (1,563) in February 2025, Woodlands North Grove (1,148) in July 2025 and Woodgrove Acres (656) in June 2026. That is 7,642 flats in eight projects.

The four projects launched from October 2024 are classified as Standard flats, which carry a 5-year minimum occupation period, and the earlier four were not sold under the Prime Location Public Housing model. Owners must complete the occupation period after collecting their keys before they can sell, so none of these flats will reach the resale market for some years.

Woodlands North Coast is a 21-hectare area that HDB says will yield about 4,000 new homes when fully developed. HDB said the first project there would be launched in February 2025, the exercise in which Woodlands North Verge was offered.

HDB's list of sites under the Selective En bloc Redevelopment Scheme has none in Woodlands. In May 2022 the Government gazetted the acquisition of nine blocks, Blocks 210 to 218 Marsiling Crescent and Marsiling Lane, with 732 sold flats and 53 rental flats, for the redevelopment and extension of Woodlands Checkpoint. HDB is building about 1,100 replacement flats at Woodlands Street 13, which it estimated would be completed by the fourth quarter of 2027.

URA plans Woodlands Regional Centre as the economic hub of Singapore's northern gateway, in four precincts: Woodlands Central, Woodlands Gateway, Housing by the Woods and Woodlands Waterfront.

Schools and connectivity

Five MRT stations on two lines serve the town. Marsiling, Woodlands and Admiralty are on the North-South Line. Woodlands North, Woodlands and Woodlands South are on the Thomson-East Coast Line, which opened here on 31 January 2020. Woodlands station is the interchange between the two lines.

The Johor Bahru-Singapore Rapid Transit System (RTS) Link will run between Woodlands North station and Bukit Chagar station in Johor Bahru. On 2 October 2026, LTA and Malaysia's Ministry of Transport said passenger service is now expected to start in February 2027, subject to independent safety certification and final regulatory approvals. The earlier target was the end of 2026.

MOE lists twelve primary schools in the Woodlands planning area: Admiralty, Evergreen, Fuchun, Greenwood, Innova, Marsiling, Qihua, Riverside, Si Ling, Woodgrove, Woodlands and Woodlands Ring. Priority for Primary 1 places depends on the distance from home to school, so check the distance for the exact block on MOE's SchoolFinder before relying on it.

Analysis · opinion

James's interpretation

I read Woodlands as a late-1990s town when it comes to resale. Half of what sells comes from leases that began between 1996 and 2000, so the town median for a 4-room or 5-room flat is, in practice, the price of a flat of that age. In 2026 those flats have about 69 to 73 years left on the lease.

The flats that do not fit the median are at the two ends. Flats with leases from before 1990 sold below it. 4-room and 5-room flats with leases from 2013 onwards sold about $85,000 to $95,000 above flats of the same type from 1996 to 2000, and they are smaller.

The $1 million sales here are a narrow group: large executive apartments from 1993 to 1995. I would not read them as a sign of where 4-room or 5-room prices are heading, because no 4-room or 5-room flat came close.

The 4-room, 5-room and 3-room medians were lower in the second quarter of 2026 than a year earlier, and 11% fewer flats were sold over the 12 months. I have not adjusted for the mix of flats sold, so I treat this as prices holding below their 2025 highs and not as a measured fall.

What it may mean for buyers

For a 4-room or 5-room flat with a lease from 1996 to 2000, HDB's town median was close to what buyers paid: 86% of those flats sold within 10% of it. A flat with a lease from 2013 onwards sold for about $85,000 to $95,000 more than a 1996 to 2000 flat of the same type, for a smaller floor area and about 20 more years on the lease.

Compare across flat types before you decide. Between $600,000 and $700,000, both newer 4-room flats and 5-room flats from 1996 to 2000 were sold, so the choice at that budget is between floor area and remaining lease.

If you are buying a flat with a lease from the 1970s or 1980s, check the remaining lease against your age, your CPF usage and the loan tenure before you commit.

If the RTS Link matters to your decision, note that its opening date has already moved once and still depends on safety certification.

What it may mean for sellers and owners

Price against recent sales of the same flat type and lease period, on your own street where there are enough of them. For a 4-room or 5-room flat from 1996 to 2000, the published town median is a reasonable cross-check. For a flat with a lease from 2013 onwards, or from before 1990, it is not: those groups sold well above and below it.

If you own a 5-room flat from 1996 to 2000, your buyer may also be looking at newer 4-room flats at the same price. The floor area is your flat's advantage in that comparison, so state it plainly.

If you own an executive apartment, size separates the prices. Those of 160 square metres or larger sold at a median of $1,000,000, and the smaller ones at $860,000. Compare with apartments of similar size, not with the executive median for the town.

Who may consider Woodlands

Families who want a 4-room or 5-room flat of 100 square metres or more

Why it may suit: 4-room flats from 1996 to 2000 had a median size of 101 square metres and sold at a median of $555,000. 5-room flats of that age had a median size of 121 square metres and sold at a median of $667,500.

Trade-offs: Leases that began between 1996 and 2000 have about 69 to 73 years left in 2026, against 86 to 92 years for leases from 2013 to 2019.

Buyers who want a newer flat

Why it may suit: 351 flats with leases from 2013 to 2019 were resold in the 12 months, at medians of $510,000 for 3-room, $640,000 for 4-room and about $761,400 for 5-room.

Trade-offs: The 4-room and 5-room flats cost about $85,000 to $95,000 more than flats of the same type from 1996 to 2000, and are smaller: a median of 93 square metres for 4-room, against 101.

Buyers with a budget under $400,000

Why it may suit: 112 flats sold for under $400,000: mainly 3-room flats with leases from before 1990 (74) and 2-room flats with leases from 2015 onwards (32).

Trade-offs: The older 3-room flats have leases from 1974 to 1987, so about 47 to 60 years remain. Check how the remaining lease affects your CPF usage and loan.

Households that need an executive flat

Why it may suit: 167 executive flats were resold in the 12 months, at $725,000 to $1,270,000. Apartments here go up to 192 square metres.

Trade-offs: The leases began between 1985 and 2001. The largest apartments sold at a median of $1,000,000, so check your financing before viewing.

People who travel to Johor Bahru often

Why it may suit: Woodlands Checkpoint is in the town, and the RTS Link will run from Woodlands North station.

Trade-offs: RTS Link passenger service is now expected in February 2027, subject to approvals. The town is large, so check the journey from the exact block to the station.

Limitations

Grouping by lease period is coarse. It does not adjust for storey, floor area, block, condition or distance to an MRT station, and older and newer flats are in different parts of the town.

Some groups are small: 20 five-room flats and 29 three-room flats with leases from 1990 to 1995, 33 four-room flats with leases from before 1980 and 38 executive maisonettes. A few unusual sales can move those figures.

The year-on-year changes compare HDB's published medians for two quarters. They do not adjust for the mix of flats sold in each quarter.

Transaction records for July to September 2026 were already available when this page was written but are not used, because HDB had not yet published its medians for that quarter.

Transaction counts, price ranges and group medians are calculated from HDB's resale flat price records on data.gov.sg, using the town, flat type, flat model, month of registration, floor area and lease commencement date fields. They cover every resale registered in Woodlands from July 2025 to June 2026. The town medians by flat type are HDB's own published quarterly figures.

Each flat type is grouped by the period in which the lease began. The periods follow the lease years of the flats sold: before 1980 and 1980 to 1989 (joined for 5-room flats, which had few sales that old), 1990 to 1995, 1996 to 2000, 2001 to 2004 and 2013 to 2019. Groups with only a handful of sales are joined to the next one. Executive flats are grouped into apartments and maisonettes using HDB's flat model field, and apartments are split at 160 square metres.

To check the records, the median of all sales was recalculated for each of the four flat types and each of the four quarters and compared with HDB's published figure. It matched, to the nearest $100, in 15 of the 16 cases. For 3-room flats in the fourth quarter of 2025 the records give $424,000 against a published $418,000. HDB's published medians are used as the headline figures.

Flats in the town and flats under construction are from HDB's Key Statistics as at 31 March 2025. The quarterly sales chart counts HDB's transaction records by month of registration.

Median
The middle value when all sales are lined up by price. Half the sales are above it and half are below.
Calculated median
A median worked out on this site from HDB's transaction records, as opposed to a median HDB itself has published. Each one is shown with the number of sales behind it.
Lease commencement date
The year the flat's 99-year lease started. HDB records it for every resale transaction.
Executive apartment and executive maisonette
Large HDB flats recorded under the Executive flat type. A maisonette is on two storeys; an apartment is on one.
Minimum occupation period (MOP)
The time owners must live in an HDB flat before they can sell it on the open market: 5 years for Standard flats and 10 years for Plus and Prime flats.
Build-To-Order (BTO)
New flats that HDB sells before they are built. Since October 2024 each project is classified as Standard, Plus or Prime.
